Closed, dock is accessible but cannot get to the village due to construction fences. Ongoing construction but locals are very disappointed and say things like "Cocoa village does not like boaters!". no access by dinghy either, very disappointed. Across the waterways at Doc's Baithouse, on Merritt Island found a dinghy dock and short walk to Publix grocery store.

Elizabeth City is known as "Harbor of Hospitality" and it truly lives up to it. Upon arrival with had friendly locals help us dock, my wife was welcomed with a rose bud and Dan lent us his truck for a store run. Great stop and many thanks.
